In this paper, we consider the development of GIS technology by using the appropriate models and algorithms that form the basis of GIMS technology. This technology eliminates many of the shortcomings of GIS technology and makes it possible to synthesize monitoring systems with forecasting functions. The questions of development of methods for organizing data collection of geoinformation monitoring and determination of physico-chemical characteristics of water systems based on remote sensing data are considered. The technique proposed in this paper combines the availability of algorithmic and software to solve real-time measurement and detection problems. The effectiveness of the developed system is determined by the ability to obtain operational, area and quantitative information about the characteristics of the environment with a forecast of their development.
