The role of high latitude ecosystems is analized considering their influence on the global environment regulation. The role of Russian territory in the change of Arctic Basin environment is noted. The problems of Arctic Basin pollution are shown taking into consideration of the pollutants long transport to its territiry. The monitoring structure of northern latitudes is proposed to guarantee the reliable control for different factors that influence on the Arctic Basin environment.
