Adaptive procedure is proposed for the decision making about the natural disaster appearance. It is based on the mathematical model of the environment and evaluation of relative indicators. This procedure realizes the search and identification of extreme ecological and man-made situations basing on remote observations of environmental parameters. Proposed structure of monitoring system is oriented on the realization of following functions: 1) periodic observation and examination of the environmental (Earth's surface) elements; 2) memorizing suspicious elements; 3) accumulation in time of data on fixed elements of the environment (Earth's surface) to carry out a statistical analysis in order to decide whether the fixed suspicious elements are of noise or signal in character; 4) location of the environment anomalies and it’s possible identification as a catastrophe. As a rule, methods of assessing the risk is based on statistical processing of data on parameters of the processes whose interaction can initiate undesirable changes in the environmental characteristics. Decision making tool is developed basing on the classical and sequential procedures. It is supposed that studied process is assessed on the base of specific indicator and a set of its values is formed from different information sources. This paper discusses the issues of risk assessment and statistical decision makind in the monitoring mode.
