Information-modeling tracker (IMT) is proposed as a tool for the diagnostics of oceanic aquatories where tropical cyclones are arisen. IMT is based on the complex of algorithms for the evaluation of the atmosphere-ocean system instability. Instability indicator of the atmosphere-ocean system (IIAOS) is developed to be the base for IMT synthesize and as precursor of tropical cyclone beginning. The IIAOS harmonization with the Saffir-Simpson scale allows the assessment of tropical cyclone characteristics including its strength and forms the basis for the atmosphere-ocean diagnostics in real time regime. The results of information-modeling tracking of set of tropical cyclones are encouraging and the IMT functional structure synthesized in this study can be used as an element of global ocean monitoring system.
